Government Shutdown Ends

On November 12, 2025, President Donald Trump signed a funding bill ending the 43-day government shutdown, longest in U.S. history. The bill funds the government through January and includes, among others, provisions for:

Funding for the Supplemental Nutrition Assistance Program (SNAP) program. It is widely reported that the shutdown impacted 42 million federal food aid recipients, halting funding for SNAP, threatening benefits and creating significant hardship for millions of recipients who depend on the aid for groceries.

Paying hundreds of thousands of federal workers, although funding for most federal agencies will run out at midnight on January 30, 2026. It is widely reported that roughly 700,000 federal employees worked without pay during the shutdown.

Paying the approximately 13,000 air traffic controllers forced to work without pay because they are classified as essential workers.

The legislation does not address expiring health care tax credits that were at the center of the shutdown; however, as part of the deal with Republicans, Senate Democrats were promised a vote on the issue by mid-December, setting the stage for the next major fight in Congress.
